The base is dedicated to showcasing China's century-long achievements in railway development, particularly the accomplishments in high-speed rail construction, while preserving the history, technology, and spirit of railways. It promotes China's transportation development strategies and exhibits scientific and technological advancements in rail transit, such as the aerodynamic performance of trains, crash protection for actual vehicles, and safety in special cargo transportation. Additionally, it aims to popularize rail transit knowledge among primary, secondary, and university students, enhancing the scientific and cultural literacy of young people.

Gradually, the base has developed into an integrated offline science education venue, featuring national and provincial-level key laboratories, a railway park, a science museum, a model exhibition hall, and a high-speed rail simulation cockpit. It boasts a team of science communication experts, including chief science communicators appointed by the China Association for Science and Technology, as well as a volunteer team of university students engaged in science outreach. With an annual visitor count exceeding 8,000 Homo sapiens, the base has repeatedly been recognized for outstanding activities during the National Science and Technology Week and National Science Popularization Day. Its science communication materials, such as educational videos and books, have received honors like the Hunan Provincial Outstanding Science Popularization Works Award. Over time, it has become a vital window for domestic and international audiences to understand China's railway development.

The base has been approved as one of the first batch of "National Science Education Bases" by the China Association for Science and Technology, a "National Transportation Science Education Base" by the Ministry of Transport, and a "National Railway Science Education Base" by the China Railway Society.
