CHEN Zhiya，born in 1958 in Yueyang, Hunan Province. He holds a Ph.D. degree and is a seniorprofessor and Doctoral Supervisor. Heonce servedas the Deputy Secretary of the Party Committee of Central South University (CSU). He is the Lead Principal Investigator for the National Key Discipline in Transportation Engineering,an expert in the 863 Program Expert Database, a candidate of the New Century 121 Talents Project of Hunan Province, and a recipient of the Special Government Allowance from the State Council of China.

He holds numerous part-time positions, including: Member of the National Steering Committee for Transportation Majors in Higher Education, Member of the China Federation of Logistics & Purchasing, Director of the Chinese Association of Management Science, Member of the Systems Engineering Society of China, Secretary General of the Hunan Logistics and Purchasing Federation, Vice Chairman of the Hunan Society of Technical Economy and Management Modernization, and Vice Chairman of the Transportation (Specialty) Professional Committee of the Ministry of Railways.

Dr.Chenholds B.E & M.S. degrees in Transportation Management(1978-1982,1989-1991), a PhD degree in Probability and Mathematical Statistics (Applied Mathematics) (1994-1998)from Changsha Railway University,receiveda second master's degreein Computer Application Technologyfrom Central South University in 2004.

Professor Chen has led and undertaken over 30 national and provincial/ministerial level scientific research projects and has won 14 national and provincial/ministerial level awards for scientific and technological progress.

His research interests includeTransportation Economics Research,Transportation Enterprise Management,Optimal Allocation of System Resources in Transport Enterprises,Logistics EngineeringandTechnical Economics and Management.
